If our bill survives this first round unscathed (which rarely happens), it moves on to the debate stage. This is where senators or representatives take turns grandstanding for their constituents back home while accomplishing little else other than further polarizing their already divided audience. Facts are optional during these sessions; emotional appeals and catchy soundbites reign supreme.
But wait! Our bill still has more hurdles to overcome before reaching its final destination – floor votes in both chambers! Here we witness politicians engaging in elaborate vote-trading dances behind closed doors, promising support for unrelated measures if only their pet project gets pushed through. Deals are struck and broken faster than you can say “quid pro quo.”
Finally, if all goes well (or terribly wrong), our bill reaches the president’s desk for approval. At this point, it’s anyone’s guess whether it will become law or be vetoed for reasons that may range from principled objections to petty grudges. And if it does get the presidential stamp of approval, our bill is now a law – but don’t celebrate just yet, because chances are there are enough loopholes and exceptions to render it toothless.
